Ghana is known for its rich culture, welcoming people, and vibrant energy. But when it comes to cannabis laws, things are a bit more complicated… and often misunderstood. As a Ghanaian myself and a frequent traveler who loves exploring the legal landscape of each country I visit, I know this is a question that gets asked a lot: Is weed legal in Ghana?

No! Recreational Weed Is Still Illegal in Ghana

Despite what some may assume, recreational cannabis use is illegal in Ghana as of 2025. This means the following:

  • You can’t smoke weed in public or private for fun

  • Possessing or distributing cannabis for recreational use can lead to arrest

  • Cultivation and trafficking are criminal offenses, punishable by law

Ghana’s Narcotic Control Commission Act, 2020 (Act 1019) regulates all matters related to narcotics and yes, cannabis is still on that list.

What About Medical or Industrial Cannabis?

Here’s where it gets interesting. In March 2020, Ghana passed a new law allowing the cultivation of hemp (a type of cannabis with low THC levels) for industrial and medicinal purposes only… but with strict government control and licensing.

What does that mean?

  • You can apply for a license to grow industrial hemp for medical, scientific, or industrial use

  • Hemp must contain less than 0.3% THC to be considered legal

  • Personal use is still not permitted, even if it’s for medical reasons unless approved through formal channels

So while Ghana has taken a big step toward reform, it’s far from legalizing recreational marijuana.

What Happens If You’re Caught With Weed?

Under Ghanaian law:

  • Possession of cannabis without authorization is a criminal offense

  • Offenders may face fines, imprisonment, or both

  • Law enforcement takes cannabis offenses seriously, even for small amounts

That said, there have been growing discussions about decriminalization and more progressive approaches, especially to avoid overcrowding prisons with minor drug offenders. But for now, the law remains clear.

Can Tourists Smoke Weed in Ghana?

No. If you’re visiting Ghana, do not attempt to buy, carry, or use weed. While cannabis may be found in certain areas or among specific groups, it is still illegal, and as a tourist, you’re at greater risk of being arrested, fined, or even deported. Just because you see others doing it doesn’t mean it’s safe for you to follow suit.

As someone who grew up in Ghana, I’ve seen the cultural and legal stigma surrounding cannabis firsthand. But I’ve also noticed a shift more people are talking openly about the plant’s potential for medicine, industry, and even economic growth.

Ghana has fertile land, the right climate, and an emerging hemp industry. If managed well, cannabis could become a powerful tool for development. But until the laws catch up, recreational use is still off-limits.
